Here's the 11th circuit court opinion, describing the monument:

Excerpts from Exodus 20:2-17 of the King James Version of the
Holy Bible, the Ten Commandments, are chiseled into the tablets.
The left one reads:
I AM THE LORD THY GOD
THOU SHALT HAVE NO OTHER GODS BEFORE ME
THOU SHALT NOT MAKE UNTO THEE ANY GRAVEN IMAGE
THOU SHALT NOT TAKE THE NAME OF THE LORD THY GOD IN VAIN
REMEMBER THE SABBATH DAY, TO KEEP IT HOLY
The right one reads:
HONOUR THY FATHER AND THY MOTHER
THOU SHALT NOT KILL
THOU SHALT NOT COMMIT ADULTERY
THOU SHALT NOT STEAL
THOU SHALT NOT BEAR FALSE WITNESS
THOU SHALT NOT COVET [1]

No, but it's a pretty strong statement for something that has yet to be
proven to exist.

Not really. "I am the Lord thy God" is not, in and of itself, a
commandment. It is merely the first part of "Thou shalt have no other
gods before me."
Now, could someone explain how
* monotheism
* of a specific deity
* prohibition against idolatry
* prohibition against "blasphemy"
* demand to observe above mentioned deity's sacred day
does NOT constitute the establishment of religion?

Not really. "I am the Lord thy God" is not, in and of itself, a

But it's not. It does not say there are no other gods, it says a particular
people can't make other gods more important. This fits well with the time it
was written when you considered your local god to be the most important but
would not dream of ignoring the other gods when you were away from home.
They were all real.
