Inlaw fraud case stings Ted K, Dems

WASHINGTON - Sen. Edward M. Kennedy's embattled brother-in-law -
fingered as
the FBI informant who secretly taped conversations for a case against a
top
fund-raiser for Sen. Hillary Clinton - donated money to the Bay State
senator and boasts deep political ties to his family.
New Orleans political consultant Raymond Reggie, 43, became
Kennedy's
in-law in 1992 when his sister Victoria married the senator, and had
also
enjoyed a friendship with the Clintons. But facing unrelated charges of
fraud against three banks in Louisiana, Reggie secretly helped the FBI
by
recording talks with David Rosen, finance director of Clinton's 2000
Senate
campaign.
Rosen faces charges he underreported the cost of a 2002
star-studded
gala for her in Hollywood. Clinton has not been charged, and her lawyer
has
said they expect Rosen to be cleared. But the trial could provide
fodder for
Republican critics as Clinton tops the list of potential 2008
Democratic
presidential candidates. Kennedy declined to comment on his
brother-in-law
or the case yesterday.
Federal Election Commission records show Reggie and his wife, Mary
Michelle Reggie, each donated $2,000 to Kennedy's Senate campaign in
1998
and another $1,000 each in 1994. But ties between the Reggie and
Kennedy
clans extend back to 1956, when Reggie's father, Edmund Reggie, helped
persuade the Louisiana delegation at the Democratic convention to
support
Sen. John F. Kennedy's unsuccessful vice-presidential bid.
Last year, the senior Reggie rented an apartment in Boston at the
Bay
State senator's request and brokered a deal among the state's warring
pols
in order to create the Rose Fitzgerald Kennedy Greenway. Records show
Edmund
Reggie donated $250 to the senator's nephew, former U.S. Rep. Joseph
Kennedy, in 1989.
Because of the younger Reggie's family relation to the Kennedys
and
ties to the Clintons, federal prosecutors in the Rosen case sought to
shield
his identity and have not named him publicly.
Rosen's trial is scheduled to begin May 3 in Los Angeles. He is
charged
with failing to report in-kind contributions and producing a fraudulent
invoice in connection with the Clinton gala but has pleaded not guilty.
Rosen's attorney, Paul Mark Sandler, declined comment.
Reggie had close ties to the Clintons before becoming an FBI informant.
He
helped raise $100,000 for Clinton's New York Senate campaign. Reggie
and his
wife were invited to a state dinner for the king of Morocco and an
overnight
stay at the White House as guests of the Clintons in 2000. He also
planned
fund-raising dinners and dined with President Clinton when he visited
New
Orleans, worked on Al Gore's 2000 presidential bid and helped raise
money
for U.S. Sen. John F. Kerry.
Reggie is expected to face up to five years in jail and fines
after
pleading guilty to one count of bank fraud and one count of bank fraud
conspiracy in federal court.
