What this group is doing is capturing and recovering quantum states,
i.e. slowing down the transmission of information.

Where the hell has dunric been? Scientists effectivly "stopped" light years
ago. Before that they slowed light to something like 38 miles per hour.

It is too bad that is so poorly presented. No, the light does not slow
down. First off, what GR says is that any observer will measure the
speed of light in a vacuum as at the same velocity. In particular the
velocity of the observer is irrelevant to the measured velocity of the
light. The light in the report above is not traveling in a vacuum,
that is the point. They have some super-condensed atoms and they are
effectively getting the light to interfere with itself as it travels.
I am not certain, but I think it is sort of like a standing wave. A
standing wave of sound has not slowed down, but it would "seem" that
way.
