members of parliament, not for Prime Minister, who is selected by those
memebers of parliament. The Shi'ites did not have enough votes to
install a Prime Minister without support from either the Kurds or the
Sunnis. Jaafari could not win support from either Kurdish nor Sunni
parties, so Maliki was proposed as a compromise. Khalilzad acted as a
negotiator, not as messenger for Bush to be dictator in the deal.
