Saying that marijuana should be decriminalized presumes that a
government limited in power by the Constitution has the legal
authority to regulate private trade in such a manner. In the US no
governmental body, either federal, state or local, legally has that
power.
Of course, why don't we address the real reason big-government decided
to criminalize marijuana usage back in 1937:
"There are 100,000 total marijuana smokers in the US, and most are

jazz, and swing, result from marijuana use. This marijuana causes
white women to seek sexual relations with Negroes, entertainers, and

Marijuana is illegal because a man who fabricated a crisis out of
whole cloth to get himself a big-government job where he didn't have
to work for a living was a religiously motivated white supremacist.
The fact that he was staunchly backed by industries who had the most
to gain financially from big-government cracking down on their
competition (such as pharmaceutical manufacturers, vintners, brewers
and cotton growers) also went largely missed.
In the ultimate irony, Anslinger, who for decades fought to have more
stringent regulation of painkillers, was a morphine abuser late in
life as he was trying to control pain caused by angina and an enlarged
prostate. Just like pretty much any other totalitarian despot
throughout history, the laws he helped to enact and enforce were never
intended to be applied to himself.
