12, to demonstrate against a new education law.
The protesters, who have the backing of the Catholic hierarchy and the
opposition Parti Popular, argue that the new law violates the rights of
parents to control the education of their own children. The law, passed by
the country's Socialist government over strong Catholic opposition,
downgrades religious instruction.
Lola Velarde, the president of the Family Policy Institutes of Europe, and
one of the principal organizers of the Saturday demonstration, told the
Fides news agency that the protests against government policies in Spain
show the formation of a broad coalition of pro-family activists in Europe.
Support for the protest is coming from at least 17 different countries.
A similar clash between the Spanish government and pro-family groups
occurred in July, when legislation allowing legal recognition of same-sex
marriage went into effect. Cardinal Antonio Maria Ruoco Varela of Madrid led
more than 1 million people onto the streets of the capital city to protest
that measure as well.
Conflict between the Spanish government and the Catholic Chuch has been
frequent since the inauguration of a new Socialist government under Prime
Minister José Luis Zapatero in March 2004. The government has eased divorce
rules, ended mandatory religious education in public schools, promoted
stem-cell research, allowed homosexual couples to adopt children, and
legalized same-sex marriage. Zapatero has promised future efforts to ease
legal access to abortion, support in vitro fertilization, allow
physician-assisted suicide, back cloning research, and end aid to parochial

Indian drug firms score big with generic mixes
New Delhi (dpa) - From launching reasonably priced anti-HIV drug cocktails
to defiantly declaring production of bird flu medicines and supplying the
ingredients to the international market, Indian drug firms are thriving on
generic drug mixes.
Even though India recently introduced a patent regime that was expected to
sound the death-knell for the country's ``copycat'' drug firms, the industry
continues to grow.
Such firms, experts at ``reverse engineering'' drugs, are doing research to
produce raw materials or medicines for tackling avian influenza, commonly
called bird flu, and exporting them.
A case in point is Thailand where an unnamed Indian drug firm that had been
providing raw materials for the anti-HIV drug cocktails has branched out
into supplying the Oseltamivir ingredient for the anti-bird flu drug
``Tamiflu''.
Thailand, where bird flu has killed 13 people, recently declare it will
produce its own version of Tamiflu, using imported ingredients from India.
The Indian entity has not publicly acknowledged exporting raw materials for
cheap Tamiflu production, and the legality is unclear.
Dr Gajannan Wakankar, director of the Indian Drugs Manufacturers Association
(IDMA), said the World Trade Organization (WTO) allows ``flexibilities''
under patent laws to help countries cope with health emergencies. But under
the patent regime compulsory licenses can be issued only for production of
drugs for domestic consumption.
``It is not all that simple for raw materials or active pharmaceutical
ingredients to be exported. However, it seems that the raw materials which
are reportedly being supplied to Thailand are technically not within the
purview of patent laws,'' Wakankar said.
At the same time, India's Cipla, known for making the anti-HIV drugs as well
as its versions of scores of patented drugs including Viagra and Lipitor,
also plans to commercially manufacture a generic version of Tamiflu.
``Yes, we plan to manufacture Tamiflu, but it is purely on humanitarian
grounds,'' Dr Yusuf Hamied, chairman of Cipla told Deutsche Presse-Agentur
dpa. The intellectual property rights for Tamiflu with the Swiss-based drug
multinational Roche would not be violated since it has not registered its
patent in India.
Cipla, India's second largest pharmaceutical company has said it is ready to
enter into a tie-up with Roche.
However, industry experts say there is not much stopping Cipla from going it
alone. In a health emergency, patent laws allow governments to buy generics,
cancel patents, or force patent holders to license their formula for
production.
India developed a thriving generic industry after the country abolished
pharmaceutical product patents in 1972, which allowed its companies to
produce generic versions of medicines under patent. Companies were allowed
to reverse-engineer drugs that came after costly and prolonged research by
international firms.
Following the WTO patent protection rules that came into effect early this
year, the Indian Parliament approved a patent bill that makes it illegal for
companies to make copies of patented drugs.
This sparked a loud protest from health activists and voluntary
organizations in India, Africa and several developing countries that said
the new legislation would stop the supply of these affordable and essential
drugs for the global poor.
But despite the adoption of the product patent regime, Indian firms that
export drugs to as many as 90 countries and are the among the world's most
cost-effective producers are poised for a big growth - with the generic drug
market being identified as the driver of the growth.
Various media reports have quoted Global Insight, a UK research institution,
saying that India's global share in the generic market will increase from
four per cent to 33 per cent in the next three years.
According to Subodh Priolkar, president of the Indian Pharmaceutical
Association, the Indian drugs industry could capture up to 15 billion US
dollars of the estimated 50 billion dollar global generic market in the next
three years.
But the new patent legislation, has also prompted Indian companies to set
sights on emerging areas in the pharmaceutical industry.
Besides acquiring international brands, getting into partnership with
generic companies, as well inking licensing agreements, Indian drug
companies are also investing big sums into research and development,
Priolkar said.
Many multinational companies are also viewing India as a base to establish
research facilities because of an abundance of quality researchers and the
low costs.

The Church will rehabilitate it's reputation when it admits the way to
deal with the problem is not through some feckless cover ups.
Christians always amaze me when they tell me that if I'm not one of
them, I couldn't possibly have a moral value system.
