regardless of Haggard smoking what he bought, he still bought it.
Isn't that the illegal part? Where's the arrest? He's on tape
asking for it, he admitted to buying it, a transaction was made
for an illegal substance. Where's the arrest? Why weren't the
cops pulling him out of that mini van? Is this not meth were
talking about?

How long does it take meth to clear the system? Once he can pass
a drug test, then he'll be arrested.
