Women too close for comfort
Kano, Nigeria: The governor of the predominantly Muslim state of Kano
in northern Nigeria said a new Islamic law barring male
motorcycle-taxi drivers from transporting female passengers would not
be overturned.
Islamic leaders say the form of transport, where women straddle the
seat behind the men and often place their arms around the drivers, is
undignified and violates Koranic precepts.
Many women have been left stranded because of the law and the
governor, Ibrahim Shekarau, said women-appropriate vehicles would be
introduced. "We are only obeying the law of Allah, who says we should
flee from fornication. We cannot tolerate a situation where women ride
with men on a motorcycle," he said.
Drivers found violating the rule face fines of up to $US71 ($97) or
having their motorbikes impounded.

It seems like it would be pretty hard to fornicate in such a position,
especially while driving. IIRC, Nigeria is also a country that has
villages of people living in exile because they are believed to be
witches. I guess they don't know that they could weigh the suspected
witch against a duck, and settle the issue.
