Embarrassed by a series of news stories detailing violent incidents and corruption in
Florida's prison system, the Department of Corrections announced a new policy today
calling for immediate suspension of any employees arrested for "an act of
aggression."
Corrections Secretary Jim Crosby said he's created an 11-member task force that will
make recommendations on a wide range of conduct issues.
Although today's announcement dealt with fights and other violent incidents, the
broader policy - expected by the first of next year - will get into matters like
theft of state property, misuse of inmate labor, hiring practices and drug use.
In a conference call with Capitol reporters, Crosby also said the Corrections
Department is starting a random drug-testing policy. He said testing had only been
done "for cause" in the past and was rarely used. Some correctional officers recently
pleaded guilty to charges of illegal steroid use. In recent months, 11 employees have
been charged with various offenses, including embezzlement and felony battery. In one
case, a former employee at Apalachee Correctional Institution was arrested on theft
charges involving the softball team guards had formed. The state charged that the man
had a no-show job as a library aide and was paid to play in a prison tournament.
Crosby, a 33-year veteran of the prison system, said he's trying to change the
"culture" of the department.
"We've had fights with employees before," Crosby said. "Obviously sometimes you get
involved in a way of life and an acceptance."
