Future draftees may be serving under an AWOL Commander-in-Chief.
Bush must convince these future draftees now, that he is not an AWOLer.

1. He can't reintroduce the draft on his own. It will take an act of congress, I would
suppose. And that would be 50% 'rats, unless of course they vote against it.
