Under "conclusion," it reads "...it would appear that the Governor did take
the steps necessary to request emergency and major disaster declarations
for the State of Louisiana in anticipation of Hurricane Katrina. In
response to the Governor's request, it appears that the President did take
the steps necessary to trigger the availability of Stafford Act emergency
assistance and disaster assistance..." If you find something in there to
the contrary you're more than welcome to quote it. Or were you hoping to
just give the link with your conclusion and hope nobody would read through
a scan of a 27-page fax?
Oh, and note this line on the first page: "The Stafford Act is designed to
provide a means by which the federal government may supplement state and
local resources in major disasters or emergencies where those state and
local resources have been overwhelmed." The federal government is a
supplementary, not a primary, relief agent.
