Why are surpluses bad? Either you need surpluses to pay down debt

Do you think these graphs are an indictment of fiscal policies of all
presidents from Truman with the exception of Reagan, and the Bushes? Au
contraire. What it quite clearly is stating is that Truman through Carter,
the fiscal policies were such that national debt (largely incurred during
WWII) was decreasing as a % of GDP.
Reagan scared the electorate into believing that debt was out of control
when in fact it was decreasing as a % of GDP. Then when he was elected, the
debt to GDP ratio again began to increase. This is NOT a good thing at all.
The increase continued under Bush and was finally reversed by Clinton. It is
now increasing again under Bush II.
If you don't understand why debt to GDP ratio should be lower then I think
you need a lesson on the chilling effect that a government can have on the
economy when they dominate the bond market. Greenspan commented on this in
the past year before his retirement.

The unemployment rate was 5.0 per cent in the three months to January
2006, and
prosperity is up compared to the 'rat willie years.

Unemployment in Clinton's 2nd term was at or under 4%. It is currently
between 5.5 and 6% and is certainly understated since many people have
exhausted their unemployment and dropped from the roles. That's the fact,

Yes, that's the caption for the *bottom* graph. That's a side issue -
they're explaining that it's not the dollar increase in debt that's the
problem, but the increase in debt as a proportion of the GDP.
It's the top graph that's important. That shows that the debt (in real
terms) decreased between WWII and Reagan, then shot up with Reagan and Bush
I, decreased again under Clinton, then increased again under Junior. Since
ever increasing debt is a bad thing, the message is clear - don't vote
Republican.

graphs don't support this at all. Not that this isn't true. Increased
expenditures
certainly are a result of inflation and population increases. They can also
be a
result of increased government activity.
I'm not sure where the prosperity angle comes in. How does one accurately
measure prosperity? How does it directly impact national expenditures?
Rather I would think that prosperity would have a negative correlation on
expenditures (unemployment, welfare, Medicaid, food stamps, etc.).
