Newsweek reports that Scooter Libby “does not qualify to even be
considered for a presidential pardon under Justice Department
guidelines,” which in part “require a petitioner to wait a period of
at least five years after conviction or release from confinement
(whichever is later) before filing a pardon application.”

Bush doesn't even care about the actual constitution or laws,
what does he care about "guidelines"!?
And can a pardon be granted without an application from the grantee?

But was he actually convicted of anything? Correct me if I'm wrong, but I
thought Nixon was pardoned ahead of time so that he wouldn't have to face
any charges.

That doesn't prevent the President from issuing a pardon on his own.

The law also says Bush can't imprison American citizens

What makes anyone think Bush would heed the law on this
matter, either?

Typical Neocon tactic. Try to deflect attention away from their own
mess. Even if that statement had any validity. it's like a school kid
defending a failing grade by noting that someone else failed too.

Try sticking to the topic for once. This has nothing to do with
Clinton or Nixon or any other previous situation. Lowering the bar to
justify an unconscionable decision, such as pardoning a traitor, isn't
a valid excuse. Bush should be purging the other traitors from his
administration, not posturing for excuses to give them all a free
pass.
