We have seen the OPEC Oil Ministers huff and puff and still not being
able to blow oil prices down. Bob Woodward's prediction of a Saudi
Arabian delivered October Surprise is just not possible. But a release
from the SPR is and Ivan's arrival is timely as a pretext.

WASHINGTON (CBS.MW) -- The Bush administration is considering
temporarily releasing crude oil from the Strategic Petroleum Reserve
to Gulf Coast refiners that were hit by Hurricane Ivan earlier this
month, White House spokesman Scott McClellan said Thursday.
"That's something the Department of Energy has been reviewing,"
McClellan said at the White House, adding that any announcement would
come directly from the Energy Department.
McClellan emphasized that Gulf Coast refiners would be able to
borrow oil from the reserve "for a short period of time."
"Certainly Hurricane Ivan had an effect on the supply of oil imports
and production in the Gulf of Mexico," the presidential spokesman
said, adding that the hurricane has limited the access to crude
supplies.
McClellan said the SPR was set up "to protect against physical
disruptions of oil supplies such as natural emergencies or natural
disasters, and not to manipulate prices or for political purposes." He
added that the SPR was used in 2002 in the aftermath of Hurricane
Lilly.
Asked if Bush would make the final decision, McClellan said the
White House stays "in close contact" with the Energy Department and
"the president is well aware of the situation."
Any decision on the oil reserve has political implications.
Democratic presidential nominee John Kerry has said the White House
should not continue filling the strategic oil reserve as prices climb.
Crude oil futures weakened a bit early Thursday on the news but held
near $48 a barrel. Read the full story.
