There's a great scene in "The Curse of Fatal Death" where they make fun of
this. It goes something like this (I can't remember the exact quotes)...
The Master (Jonathan Pryce): Because the Daleks have modified my body with
Dalek technology. Behold! (He pulls out his hand and there is a Dalek plunger
there instead).
The Companion (Julia Sawalha): What are you going to do with that? (The Master
looks confused) You don't know, do you?!
(later scene)
The Master (Jonathan Pryce): The Daleks have rejuvinated me completely. They
have given me the wonders of their science.
The 9th Doctor (Rowan Atkinson): And...breasts.
The Master: These are NOT breasts. They are Dalek bumps. They can locate
etheric beams at a distance of 40,000 light years. They are also QUITE firm!
(later scene...as the Doctor is rejuvinated into a woman)
The 13th Doctor (Joanna Lumley): Look, Emma! I've got etheric beam locators! I

playtime budgets now regularly used for C-list shows like _Andromeda_ or

They might have allowed them to climb stairs, which would have
made them far more dangerous :)
I remember getting a 'Doctor Who Annual' for Christmas one year.
It has several pages of detailed Dalek specs, cut away diagrams
and the like. I cannot remember any of the details, but they
could definitely handle stairs. Even more fun, they had flying
platforms. The were disks a bit wider than a dalek, which it
rested on. A few dozen of them swooping on you at night would
certainly be terrifying.

Yeah, from grown up eyes they do look quite silly. But almost
every fan I've ever heard talking about the show seems to have
watched it as a child to start with.

At least Dr. Who put some effort to alien effects.
Dr. Who may have had the cheapest cheesiest special effects of any show
ever, but Dr. Who's alien effects (upside garbage can robots...) were
a masterpiece compared to star trek.
