The newsgroup provider that I am using is switching to a fee based
system instead of being free ( http://news.individual.net ). I am going
to have to find another source. Any sugestions for a tightwad?

Get a new ISP?

Actually my ISP has a newsgroup service, but you cannot use it
remotely. You have to be on their network to use it. Many ISP providers
do this.

Yep. My ISPs news servers work pretty darned good. But I can only
access them from 'inside' their network. That means no alt.atheism from
the "Second Wind" while I down a beer after work. :(
