That's how it's done. He DID say it but in a bunch of words that
nobody can remember. Notice he referred to the wording in his denial.
It's hard to believe so many people fall for that cheap trick.
The reporters are going to need to have the full text and read it word
for word to Rummy next tine they ask him a question like that. I'll
bet that Rummy wouldn't let a reporter have enough time to read the
full thing anyway.

The reporter could have just left off the "with open arms" part, and
Rumdum would have had no place to turn. Oh, I'm sure he would have
denied it just as vehemently, but that would have left no room for
ambiguity.
