I agree. If you save the image then open it in a graphics application, the
billboard itself is a uniform, perfect black. That's something you'll never
see in a real photo.

It looks to me as if the thing were not put up by the catholic church, but
rather put up by somebody else to satirize the catholic church.

out a public message, they wouldn't make use of the white-on-black god
style billboards.
Maybe wherever it was put up recently had a scandal which would give the
right context to the thing.

I don't think anyone seriously believed that the Catholic Church
arranged to have the billboard put up. The question was if it was a
catholic who is genuinely against condoms.
