Report: 5 punished for fishing instead of guarding nuke plant

AUSTIN, Texas, Nov. 7 — Five Austin police officers have been
disciplined for going fishing while they were supposed to be protecting
a power plant against possible terrorism.
INTERNAL MEMOS obtained by the Austin American-Statesman indicate the
officers were suspended last month for fishing while on duty at the
Decker Creek Power Plant on Lake Walter E. Long. A lieutenant and a
sergeant were among those suspended for from one to 30 days, the
newspaper said.
The memos indicate that the fishing had gone on for a year
without action, and that some of the officers ignored orders to stop
their angling.
A sixth officer — a sergeant — was suspended for not reporting
the others. Details on his suspension weren’t available because he’s
appealing his punishment.
The report says the officers were spotted in uniform at least once
cleaning the fish they had just caught.
“Quite frankly, we are very disappointed,” Assistant Police Chief
Rick Coy told the newspaper. “We believe our job is to protect the
community, and that’s what we expect our officers to do.”
Mike Sheffield, president of the Austin Police Association, told
the American Statesman: “Officers make mistakes.”

There have been quite a few studies on the value of patrolling vs. non
patrolling and no significant differences have been shown. In fact in one
study the area where there was no patrol had fewer crimes than the normal
patrol or heavy patrol area. Statistically insignificant.
They could well have been doing a very good job.
Their mistake was in not explaining that they were trolling for the SCUBA
school dropouts that the FBI got so concerned about after 9/11.
They called all the stores and instructors in the US asking about people who
had started but not finished a course....
After I told them I would not reveal any information it took about five
minutes to come up with a much better and much less conspicuous way to blow
up a dam than 300 SCUBA trips.

That's not the point. The point is they were not doing the job they
were being paid to do. (yes, i do hear the sarcasm)
