Object: OT: 501(c)(3) Public Records Question.
Does anyone know if 501(c)(3) tax filings or accounts are a matter of
public record? If so any idea where I should start looking with
specific respect to California based charities?

They are.

The nonprofit itself is required by law to maintain at its office a copy for
public inspection. They are also required to copy it for you in a reasonable
time and for a reasonable charge.
(IIRC, they need to have the last three years on hand -- but I'm not sure of
that.)
If you don't want to approach them, get the copies you want from the
appropriate *regional* IRS office.

Yes. For Federal purposes, you can request copies of returns, reports
and notices with a Form 4506-A. (Charities file variations of a form
990 "Return of Exempt Organization" i.e. 990, 990-EZ, 990-PF "Private
Foundation" etc.) The IRS probabaly has the request form on their
website. Or you can call 1-877-829-5500.

The California Attorney General's office oversees charities. The web
address is http://ag.ca.gov/charities.
California charitable organizations are required to file an RRF-1
"Registration/Renewal Fee Report to Attorney General of California."
This is, of course, only for those required to file with the AG's
office in the first place. Among the exempt from oversight are
government agencies and "a charitable corporation organized and
operated primarily as a religious organization, educational
institution or hospital." That lets quite a few "charities" off the
hook as far as keeping tabs on them.
The rules and regulations are a lot more complicated than what I've
provided but it does point out yet another way "religious"
institutions get out of paying their fair share and/or being held
accountable to anyone but themselves.
