segregation-era language appeared to be losing by the narrowest of
margins Wednesday after critics raised concerns that it could lead to
a court-ordered tax increase for public schools.

It was either Alabama or Mississippi that, until just a year or two ago,
still had a state law making it a felony for a white to marry a
non-white, even though the law has been unenforceable since the Loving v
Virginia decision of 1967.
