Papaver somniferum seeds can be bought in many garden centers. At least
where I live they can, but it is my understanding taht this is the case in
the USA as well. Or you can buy big sacks full of them at bakery
wholesalers. Many people have poppies in their gardens, they do swell in a
claasic flower garden design. They are lovely, colourful flowers, they
attract bees and grow like, well, poppies. Nothing wrong with them, you
just don't want children or pets eating the pods. You would not want them
to eat a *lot* of stuff that casually grows in gardens, by the way.
You can use the dried pods on their long stems in a nice flower bouquet.
Very decorative. Or you can brew a very interesting tea of them...
Afghan farmers are growing poppies because not much else grows there well
enough to support them. It's not to get "big bucks" because they,
themselves, never see much money anyway. So, to imporve their lives, why
not make them the world producers of papaver products? Lots of legitimate
uses for it: medicine, food, garden etc. In case a small minority of
people should want to use these products for other (let's say:
recreational) purposes, I honestly wonder if *that* warrants a global war
on drugs and/or stealing the Afghan farmer's livelihood.

In addition to the other excellent reasons already given:
- take the money and grow poppies anyway
- grow new poppies to get paid not to grow them
there is also:
Afghanistan is controlled by warlords. Their power derives from their
ability to pay their armies and supply them with guns. They get the
money for this from their control of the heroin trade. So they will
fight to protect the poppy fields and have the means to do so.
I'm not sure, but I think the best solution would be to just legalise
growing poppies for farmers everywhere. The price of heroin would
drop through the floor putting the warlords and many many criminal
organisations out of business.
I'm sure there would be some serious social consequences, but I think
they would not be as bad as the problems arising out of keeping
drugs illegal (ie Well funded criminal gangs).

Of course, those who complain most about the nanny state will probably
be the ones most outraged by the suggestion.
I suspect that the the rise of youth gangs in the USA is primarily a
side effect of the war on drugs. (I suspect Prohibition similarly
boosted traditional organized crime, but I don't know enough of the
relevant history to say for sure.)

But that money is going to "our" military contractors. The Afghans
haven't bought even one politician yet, European or American. Everyone
would want free representation.

As Tim says, enforcement would be expensive. Plus, it would cut funding

The War on Terrorism is colliding with that older War on Drugs. If
you want peace, you need people to be happy. If you want people to
be happy, they need to have an income. And for farmers in
Afghanistan, an income means growing drugs. Destroy the poppy
fields and suddenly you've got a War with Everybody.

The Taliban had mostly suppressed opium production in Afghanistan before
the invasion. Now they've made a marriage of convenience with the drug
lords to fund their counterattack.
