I don't even see why they need this "pre-hawking radiation" to explain
anything. I would think the existence of a bottomless gravity well would be
enough to prevent anything from crossing the event horizon. If things fall
towards the horizon, but never quite get there due to time dilation, I can't
see how black holes can eat anything anyway, or grow bigger.
I can't even see how they'd form.
