Senator John Kerry, the Democratic presidential candidate, has offered
his most detailed plans yet to halve the US budget deficit while
increasing spending on healthcare and education.
Healthcare is a major ingredient of Mr Kerry's programme. He wants to
extend health coverage to tens of millions of uninsured Americans
while reducing premiums for the insured - a proposal that will cost
$650bn (£357bn) over 10 years. He also wants to spend more than $200bn
on education.
