THREE TIMES in the past quarter-century, conservative leaders have
promised to restrain wasteful government spending. President Ronald
Reagan tried it and showed he was at least half-serious by vetoing the
pork-laden 1987 transportation bill. House Speaker Newt Gingrich tried
it and risked his party's electoral standing by battling to restrain
the growth in programs such as Medicare. And President Bush has tried
it, declaring on numerous occasions that he expected spending restraint
from Congress. None of these efforts proved politically sustainable. As
The Post's Jonathan Weisman and Jim VandeHei reported Thursday, Mr.
Bush's attempt at spending discipline has been especially limp.

Both Presidents Reagan and GW Bush expected that their tax cuts would so
stimulate the economy, that they could increase spending and still reduce
the deficit. In fact, if Democrats are to be referred to as "Tax and Spend
Liberals", then Republicans should be referred to as "Borrow and Spend,
Spend, Spend Conservatives". How ironic that taxes and spending, both on a
per capita basis and as a percentage of the GNP, steadily decreased during
the eight years of the Clinton administration. The reality is, as long as
we are running a deficit, tax cuts will not stimulate the economy. The
current painfully slow recovery of the economy is due to the actions taken
by the Federal Reserve. We are recovering 'from' the Bush tax cuts, not
because of them.
(BTW, Conservatives often credit President Reagan with the "great" economy
if the 80's. Then, when reminded of the robust economy of the 90's, they
blame the Democratic Congress for the "poor" economy of the 80's, and credit
the Republican Congress with the great economy of the 90's. And to top it
off, they blame President Clinton for the recession that President GW Bush
"inherited" at the beginning of his administration.)
(And BTW, while I'm still in rant mode, that was Clinton's military that
rolled through Aghanistan. GW had yet to spend a single dime on the
military.)

Fiscal responsibility is something for the 'out' party to harp about.
Pork gets legislators re-elected. How can we expect less government
spending when we vote for the ones that arrange for spending in our
district?
