Not until the final chapter of "Centennial Crisis" does it become
clear why William H. Rehnquist wrote this book. A reader begins with
the expectation -- or perhaps the hope -- that the chief justice of
the United States, who presided when the Supreme Court arrived at its
controversial decision in the 2000 election, would offer fresh insight
into the thinking and behavior of the justices in the other great
disputed presidential election, that of 1876, when the Republican
Rutherford B. Hayes defeated the Democrat Samuel J. Tilden by only a
single vote in the electoral college. Indeed, in his first pages
Rehnquist calls attention to the "undoubted similarities" and suggests
that tracing parallels should prove "interesting and perhaps
instructive."
