I voted for the intervention in Iraq, not because of the threat from
weapons of mass destruction, but because of the failure to ensure the
removal of Saddam Hussein in 1991 and its consequences. These
consequences included a horrific repression and our subsequent policy
of containment, which failed to undermine the regime but hurt innocent
Iraqis. That policy failure and Saddam's breach of the ceasefire terms
had to be addressed. American willingness to act after 9/11 provided
the opportunity. But the rights and wrongs of the intervention have
been overtaken by the rights and wrongs of the occupation. The
situation has changed. So must our policy.
