I can see only two scenarios that make sense in light of their
announcements:
1. They are planting generalized fear, to get us ready for an
unpleasant alteration of our reality that they have already decided
upon (reduction of our freedom, the draft, etc.).
2. They have already planned the next terrorist attack and they are
creating the cover story that they are preparing to react to it.
