'Fear': Scared Stiff

WITH ''Fear: The History of a Political Idea,'' Corey Robin has
written a self-help book for liberal intellectuals. Robin, who teaches
political science at Brooklyn College, diagnoses a malady that runs
deep in Western political thought, and he offers a remedy. Using
chapter subtitles like ''Why We Think of Political Fear as We Do'' and
''How We Might Think of Political Fear Instead,'' he addresses a book
of political theory to a general audience, almost to the country at
large. In his view, fear has tainted liberalism, in America and
elsewhere, for centuries. The terrorist attacks of Sept. 11 guarantee
the longevity of fear as a political idea. The legacy of this idea has
been ''the distorted vision of terror we possess to this day.''
