In the climax of Frank Capra's 1939 paean to democracy, "Mr. Smith Goes
to Washington," Sen. Jefferson Smith holds the Senate floor for nearly
24 hours, reading the Senate Manual and the Declaration of Independence
through the night -- one lone, decent man using a filibuster to stand
up for the little guy against the power of his home state's avaricious
political machine and its business cronies.
