I have seen others mention the Sadrists and other 'conservatives'
attempting to assert themselves around Southern Iraq and in the Sadr City
areas of Baghdad. That's where the Iraqi government has begun major
security crackdown operations in the last week, which obsoletes the
information in this document. It seems that al-Maliki is determined to
assert his own authority over the militias and the assorted drumhead imams.
The power and utility situation over there is bedeviled by fraud and
corruption that makes our Congress look like Sunday School. If they could
simply get all the oil produced through to market instead of having it
hijacked by bribing the guards their exports would almost double overnight.
Same with power generation.

You can't separate the Republican congress from any
corruption & fraud in Iraq. The Republican congress is
a partner in the corruption, between all the no-bid
contracts and no-questions-asked funding allegedly
to "rebuild" Iraq.
We're more than three years AFTER the corruption
began. If the Republican congress was a victim here,
and not a partner in crime, the investigations &
convictions would started coming a few years ago.
