Well, as it turns out, it looks like the monitor is NOT the problem. I
tried another one and the same thing happened. That thing is this: the
monitor blinks on and off. There also seems to be no power going to
the drives, as they do not open when I turn the computer on.
Anybody have any theories as to what may be wrong?

Change the power source/converter in the back (you know, the
box you plug you AC cord into) It's only like $20 and
is probably the problem if the drives aren't moving. If that
doesn't work, check your connections inside your PC, make sure
everything's tight.

Did you switch monitor cables when you tried another monitor in case the old
one has a short? Other than that, sounds like the power supply.

When I turn the computer on, the drives do spin. The fans spin, too.

Not good. :)
I'd still test the system with another power supply. Over the years I've
seen what is supposed to be a rare problem occur several times: the
supply fails to send a "Power Good" signal to the motherboard. Until
this signal is received, the timer chip just keeps telling the CPU to
reset.
The point is, since the disk drives receive power directly from the
supply, a system's disks could still be spinning while the (faulty)
power supply isn't giving the motherboard the signal that the boot
process can continue.
At least, it's worth a shot if you have access to a spare power supply.

I think this exact same thing happened to me recently. My motherboard
was fried, had to get a new one.

Bad mother board.
Bad power supply.
Flakey CPU
But I suspect the motherboard.
You got a DOS boot floppy laying around?
If so, try that.
If unlike the HDs it tries to run, it less likely
to be the PS. Does the CPU fan spin up?
No error beeps?
Cheap tricks to to try.
Look for electrolytic capaciters on the MBd
that are bloated or leaking. A bunch of MBds
were manufactored with substandard caps
sometime back.. Check that the CPU to
see if it is properly seated. I once had a flaky computer that ran
properly after I removed the CPU, cleaned it with
alcohol and replaced it using good quality heat sink compound.
The system would trash the hard drive's partitions and would sometimes fail
to work the hard drives. That cured it.
Pull all boards and reseat. If you have a socketed BIOS rom, check to see
it is seated properly. Check that the PS is properly plugged into
the MBd. Pull it out and reseat it.
But I bet that its a bad MBd.

Blinking monitor? Your computer wouldn't happen to be a front loading
NES in disguise, would it?

Heh... seriously, it could be your power supply, or a fried motherboard.
Upgrade both. A power supply could cost you 40 bucks, and a motherboard
with a slightly less than current processor about $150. Beats the hell
out of a new box.

Do I detect sour grapes--somebody didn't get that big promotion they
prayed but didn't work for? Anyways, the antithetical comparison smells
really fishy to me.
