Foreign ministers of the Association of South-East Asian Nations
(Asean) meeting in Mactan in the Philippines failed to resolve a bitter
row yesterday over whether to allow Burma's military regime to have the
rotating chairmanship next year.
The prospect of boosting the Burmese junta's international
respectability by giving it the helm is an embarrassing one for members
of the 10-state trade and security bloc pledged to non-interference in
each other's internal affairs.
