Reagan was characterized as a doddering old fool more than an idiot.
Ford was borderline idiot/klutz, but was only president for about fifteen
minutes.
Bush is the only pure moron in recent memory, but I frankly think that a lot
of it is a calculated put-on, designed to appeal to his moronic
constituency.

I never cared for Reagan, but one thing I don't think he was was an
idiot. Clearly his alzheimer's diagnosis was no surprise to anyone
who witnessed the hearings in the Iran/contra affair, but if I
remember correctly (I was a child at the time), he had a pretty good
head on his shoulders during most of his term.
Bush is the only pure moron in recent memory, but I frankly think that a lot
of it is a calculated put-on, designed to appeal to his moronic
constituency.
Yup. "Like attracts like" and all that jazz. Someone should tell him
that such ploys border on homosexuality. ;-)

IIRC, President Hoover has been characterized as an idiot countless times.
So was Carter. Not because it's actually true in either
case, but they faced unusual situations which they were
unable to either solve or weasel out of some measure of
blame for. Hoover was actually a very good engineer and
organizer of things, by all accounts. Just maybe not so
wonderful as President of the United States.

the University of Michigan football team, I think. A game
where much of the point is not for you to fall down, but to
make the other guy do so.

Republican Warren G. Harding is considered by some historians to have
been least intelligent and partisan politics aside he may well have
been.
He admitted himself that he wasn't qualified to be president.
He did however use the line "Ask not what your country can do for you,
ask what you can do for your country," which John Kennedy among others
apparently considered to be pretty clever.
