alleviate some concerns about fairness, but an election expert says
there is still room for improvement

Nov. 3 - If there were any lingering concerns after the 2000 election
snafus, they only seemed to have encouraged more voters to turn out at
the polls this year. An estimated 110 million Americans or more cast
ballots in the election, at least 5 million more than in 2000.
Observers agreed that the process ran much more smoothly than in 2000
when Al Gore won the popular vote but lost the race because he didn't
have enough votes in the Electoral College.
