On the way to electoral reform. Why Colorado decided to stick with
the winner-takes-all system

Nov. 2 - The reporters came from Germany and Denmark, from Japan and
France, from the Middle East and Switzerland. The rest of the world,
it seems, was a lot more fascinated by a Colorado ballot measure to
abolish the winner-take-all system for the Electoral College and to
split the state's nine electoral votes according to a candidate's
share of the popular vote, than the people of Colorado themselves. Had
the state's controversial Amendment 36 passed, it was to have gone
into effect tonight, and Colorado, so went the dire predictions, would
tie the presidential election in knots.
