ON March 5, 1954, faced with the serious threat of a U.S. military
invasion, Guillermo Torriello, Guatemalan minister of foreign affairs,
gave a speech prepared for the 10th Inter-American Conference as a
means of defending the democratic and popular process initiated by
Jacobo Arbenz, whose agrarian reforms of the previous year were not at
all to the liking of the United States.
