'Asbos' allow the majority to lead peaceful lives, says Louise Casey.
No, they are arbitrary and do not work, insists Shami Chakrabarti.

Dear Shami,
Antisocial behaviour can wreak havoc in communities, particularly in
deprived areas where people may be less able to cope with its corrosive
effects.
Intimidation, harassment, noise by one or two families can prevent
whole communities from living their lives in peace. People cannot walk
down the road to school or to the shops without fear of being spat at
or verbally abused. In the past 18 months I have met too many people
who have felt like prisoners in their own homes.
