Is the Challenge Index Really a Good Thing?

On Thursday, Dec. 4, most Extra sections of the Washington Post will
carry the 2003 Challenge Index ratings of Washington area public high
schools. This is my effort -- not universally popular -- to measure
how hard educators are trying to prepare their students for college by
ranking each high school based on participation in college level
courses and tests, particularly the Advanced Placement (AP) and
International Baccalaureate (IB) programs. For each school, I count
the number of AP or IB tests in a year and divide by the size of the
graduating senior class.
