The government suffered another defeat on its controversial ID cards
bill tonight when peers voted by a sizeable majority in the Lords to
ensure the planned identity cards were voluntary.
Accusing the government of introducing compulsory ID cards by "stealth"
and breaking a manifesto commitment to implement a voluntary scheme,
peers voted 227 to 166, a majority of 61.
