It is difficult not to feel a sneaking sympathy for Lord Goldsmith, the
attorney general. On Iraq he was expected to find a basis in
international law for Downing Street to perform as the loyal ally of a
Bush administration that consistently rejected even the concept of
international law. For the neoconservatives around George Bush it was a
guiding principle that the US should undertake no policy that conferred
validity on the concept of international law. Is it any surprise that
Lord Goldsmith should have been left struggling to find validity in
international law for their policy on Iraq?
