June 2, 2006 - When Karen Hughes returned to Washington last August to
head the State Department's public-diplomacy effort, a position that
had been left vacant for months, America's standing in the world was
at a low point. "I thought things couldn't get much worse," she
said at a cocktail reception Wednesday for the International Women's
Forum. Graphic photos of prisoner abuse at Abu Ghraib and tales of
detainee abuse at Guant=E1namo challenged her communications skills, and
Hughes had a rocky start putting a happy face on administration
policies.
