An American peace activist facing deportation from Australia may have
been arrested for political reasons on orders from Washington, Greens
leader Bob Brown said tonight.
Scott Parkin, a teacher and activist who was once arrested in the
United States, was detained yesterday by Australian Federal Police on
the authority of the immigration department.
Mr Parkin's lawyer Marika Dias today said Mr Parkin was told he'd been
arrested, and had his visitor's visa cancelled, because he was
considered a threat to national security.
Mr Parkin - who had been teaching peace activism workshops in
Melbourne - is being held at the Melbourne Custody Centre, where
protesters rallied today against his detention and expected
deportation.
Ms Dias said authorities had not told Mr Parkin why he was considered
a security risk in Australia.
Senator Brown said he had serious concerns about the reasons for Mr
Parkin's arrest given his history of activism against US military
contractor Halliburton, which has close ties to US Vice President *****
Cheney.
"I think the big question here is whether it's a political arrest and
deportation," Senator Brown said.
"It seems to have nothing to do with terrorism.
"The Howard government will do whatever Washington asks of it and I am
very concerned the request for his arrest came in the wake of
information from Washington ... because he's an absolute thorn in the
side of ***** Cheney, Halliburton and profit making deals that apply in
Iraq."
Senator Brown said he doubted the order for Mr Parkin's arrest had
come from Australia's security services, given that he was cleared for
a visa months ago.
He said the government had been "very secretive" about Mr Parkin's
detention and would not say under what law he had been arrested and
held, nor why.
Ms Dias said Mr Parkin had been involved in one non-violent protest
against Halliburton in Sydney, but no arrests were made at that rally.
Her client was now considering whether to appeal the decision to
cancel his visa, Ms Dias said.
"Really it seems to be that there are simply no grounds for this
decision," she said.
"He certainly feels that a grave injustice has been perpetrated here.
He feels targeted. He feels, I suppose, that he's been treated very
unfairly."
Ms Dias said up to six AFP and immigration department officers took Mr
Parkin from a Melbourne cafe on Saturday.
He was now paying about $130 a day for his detention.
Attorney-General Philip Ruddock told the ABC that Immigration Minister
Amanda Vanstone had made the decision to detain the American after a
security check.
He said visas could be revoked for a number of reasons.
"I'm not going to comment on matters about which assessments are made
by competent agencies," he told the ABC.
"The only point I'd make is that in relation to those matters, there
are provisions by which the decision can be challenged if people are
inclined to do that."
National Anti-Deportation Alliance spokeswoman Liz Thompson said Mr
Parkin had done nothing wrong.
"He's a hippy giving workshops on peace, non-violent direct action,"
she told the ABC.
"I'm baffled. We'd love to know what the secret stash of information
on this guy is, that makes him a threat to national security."
Melbourne activist Rory Gutterson was among 30 people who protested
against Mr Parkin's detention outside the Melbourne Custody Centre.
He said he believed the detention was part of a wider government
campaign to silence Australian activists.
"Thousands of people have committed exactly the same 'offence' that's
not actually illegal, as Scott has done," Mr Gutterson said.
"We've spoken out against war, we've spoken out against detention and
now we feel threatened by this and this is the government's aim."
Mr Parkin arrived in Australia in early June and was planning to leave
Australia in September, Ms Dias said.
She said a number of "high-profile" Australian lawyers had offered to
act on his behalf, but that he would have to stay in detention if he
pursued an appeal.
Greenpeace spokesman Dan Cass confirmed Mr Parkin had been arrested in
America as part of a Greenpeace action, but said his treatment in
Australia was unwarranted.
He described Mr Parkin as Australia's first political prisoner,
telling the ABC: "This only encourages us to think that when the
Howard-controlled Senate looks at review of the ASIO laws, Australia
will be facing potentially police state powers."

Pride Cometh Before the Fall
Taking Direct Action Against Hallliburton
By SCOTT PARKIN
Pride ... that is the word Halliburton uses in its advertising.
But if anyone looks at the facts "false pride" might be more accurate
a pride that comes before the fall.
Next Wednesday, May 18th, the Halliburton corporation will have its
2005 annual general shareholder's meeting at the Four Season's hotel
in downtown Houston Texas. The company's Chief Executive Officer,
David Lesar, will give the shareholder's a report of the company which
talks about profits, production and pride. He will talk about the
large amount of profits which Halliburton and its subsidiaries have
made from no-bid contracts in Iraq. He will talk about producing
services that support the American military's occupation of Iraq.
Halliburton is spending a lot of advertising dollars to tell their
story of pride. They need to because there is a lot to overcome.
Lesar will not talk with pride about the company being under constant
scrutiny for Enron style accounting with U.S. tax-dollars, corporate
cronyism and war profiteering. He will not highlight how DOD Audits
find that Halliburton has overcharged U.S. taxpayers by $212 Million!
In the days preceding May 18 and out in the streets the day of the
shareholder's meeting, an alternative meeting will be taking place as
people from around the region and country will converge to demand
accountability from the "poster child" of war profiteering. Not only
will anti-war and economic justice activists be creating a loud
spirited non-violent protest, but the voices of the unheard will be in
attendance as well.
Not only activists, but former Halliburton employees who were misled
about safety conditions, specific jobs and pay will be protesting.
Family members of soldiers serving in Iraq, Iraq war veterans and
Iraqi's who have seen their nation devastated by war and then sold off
to the highest bidder (or given away with no bids as the case may be)
will also all be there.
Organizers of the week's other events will ensure that Halliburton's
shareholders and investors will hear a different story, the story
Halliburton would best like to forget. The Halliburton CEO Lesar will
not describe to the shareholder's who own the company.
According to The Financial Times, Halliburton, the largest recipient
of reconstruction contracts in Iraq, has received $18 billion and seen
their revenues increase 80% between 2003 and 2004. They has been
accused of more fraud, waste, and corruption than any other Iraq
contractor -- from allegations of overcharging $108 million for fuel
and $24.7 million for meals, to confirmed kickbacks worth $6.3
million. Halliburton is also the only Iraq contractor currently under
criminal investigation by the Department of Justice.
Besides their unchecked war profiteering, they benefit from
relationships with governmental officials, recently and most notably
Vice-President ***** Cheney. Cheney from 1995 to 2000 served as CEO of
Halliburton and still receives $178,000 annually in salary from them
about the same as his salary as vice president!
Halliburton was supposed to rebuild Iraq's oil production
infrastructure, but after a war in which there were very few oil well
fires and Halliburton still delivers gas at fraudulent prices to a
country that has the second largest amount of oil in the world.
The people of Iraq must be wondering what exactly is Halliburton is
doing to reconstruct their country. It can't be improving employment
opportunities for Iraqi or US workers. Halliburton and its
subsidiaries operate as a non-union company in the U.S. Of roughly 530
locations, only ten sites have workers under union contract. In Iraq,
in an attempt to keep Iraqi workers from organizing, Halliburton
subsidiary Kellogg, Brown & Root contracted with a Kuwaiti company to
rebuild the Bargeseeya Oil Refinery in Southern Iraq. Unemployment in
parts of Iraq run as high as 60-90 per cent while Halliburton imports
Third World workers displacing Iraqi's from work and contributing to
their economic disenfranchisement.
Recently, former Halliburton employees and family members of employees
killed in Iraq have filed a class action lawsuit for "systematically,
intentionally, and fraudulently" deceiving them into taking a job in
Iraq and failing to protect them. The family members are particularly
angry because Halliburton sent a poorly guarded convoy of 19 truck
drivers on April 9, 2004 as an apparent 'decoy' on the most dangerous
road in Iraq. After an intense 2 hour gun battle, only 11 of the
drivers arrived at their destination where they learned that the fuel
they had carried was not even needed -- six others were killed, one
kidnapped who escaped, and one is still missing.
The goal of this next week is to bring a new spirited resistance to
Halliburton's corporate occupation in Iraq. Currently, Halliburton and
their subsidiary, KBR, provide essential services to support the
occupation of Iraq. They provide food services, laundry services and
delivery services. They have been tasked with rebuilding Iraq's oil
infrastructure.
Furthermore, their subsidiary, KBR is contracted to build 14 permanent
military bases to make the US occupation of Iraq a permanent one.
Halliburton and KBR's presence in Iraq is essential to a long term
military and corporate occupation. The shareholder's meeting is only
the beginning in a long campaign to pressure Halliburton out of Iraq.
Houston activists are using a "people power" strategy of direct action
and popular education to exact social, political and economic costs on
Halliburton for their operations in Iraq. In the spirit of the Serbian
Otpor student movement, privatization resistors in Bolivia and
Filipino "People Power" which brought down dictator Ferdinand Marcos,
as well as the rich tradition of America's own social movements,
Houston activists already have been using community dialogue, teach-
in's, film screenings, Halliburton counter-recruitment, humor, non-
violent direct action and resolve to stop the war profiteers. In 2003,
the anti-war movement used many different means to stop the invasion
of Iraq. In 2004, many tried to "un-elect" the invader by supporting
another pro-war candidate. The people power strategy targets key
pillars of support in the occupation of Iraq and in Houston Texas,
that key pillar is war profiteer Halliburton.
On April 4th 1967, Dr Martin Luther King said "We must rapidly begin
the shift from a thing-oriented society to a person-oriented society.
When machines and computers, profit motives and property rights, are
considered more important than people, the giant triplets of racism,
extreme materialism, and militarism are incapable of being conquered."
Consider Dr. King's words when you look at David Lesar's "pride" in
Halliburton's profiting from the war in Iraq. The time is now to begin
that shift, the movements to stop Iraq war profiteering are underway.

A US peace activist has been detained in Melbourne by Australian
Federal Police on his way to present at a public forum and workshop
about the progress and success of the peace movement in the US and
companies profiting from the Iraq war. Approximately thirty people who
had been intending to hear Scott speak at the forum gathered outside
the Carlton West police station in support and a large presence was
again outside the Melbourne Custody Centre this morning (Sunday).
Scott Parkin, from Houston, Texas is an experienced global justice
activist and nonviolence trainer, working with Houston Global
Awareness (www.houstonglobalawareness.org) which is campaigning
against Haliburtan - the main US corporation profiteering from the US
occupation in Iraq. Scott is also a community college instructor who
teaches history in Houston.
He has been detained by Federal Police and DIMA and was held by
Federal Police at Carlton West police station before being moved to
Melbourne Custody Centre on Londsdale st. The reason given for his
detention is that he poses "a threat to national security." It is
understood that he has had his visa revoked at the Minister's
discretion. Scott was wrongly reported in several media articles as
an 'organisor' of the recent Forbes 500 protests in Sydney. It is
likely that ASIO simply read this as fact.
Scott Parkin is high profile peace and global justice activist. He has
spoken at numerous large public forums and events whilst in Australia
including the Brisbane Social Forum and the Sydney Social Forum in
August. He was contacted by ASIO (Australian Security Intelligence
Organisation) earlier this week and had been asked to 'come in for an
interview' which Scott rightfully declined. Scott participated in a
nonviolent street theatre action outside US corporation Halliburton's
headquarters in Sydney during protests against the Forbes meeting on
August 31st. He has written widely for numerous magazines and spoken
publicly about corporate globalisation and Haliburtons role in Iraq

Liz Thompson from the National Anti-Deportation Alliance (NADA) said
"This is a major attack on dissent, free speech and the anti-war
movement. Scott's detention prevented him from sharing his experiences
of working for peace in the US with other local activists. This
appears to be an attempt not just to intimidate Scott, but all those
working for social justice and progressive social change more
broadly."
Ms Thompson said "These actions seem to contradict Philip Ruddock's
denial that Australia is turning into a police state. The Federal
Government already has extraordinary powers to silence dissent. This
should be a warning to everyone about the greater powers that ASIO may
soon be granted."
On Thursday John Howard announced control orders and preventative
detention measures giving the AFP and ASIO powers to control people
who have not been convicted of any crime.
Scott Parkin has not been charged with any offense nor has he
committed any crimes whilst in Australia.
It is understood Scott will be forcibly deported on Monday.

It is extremely concerning that a visiting peace activist has been
treated in this manner. Such a blatant and highly politcial act of
suppression is in direct contravention of Australia's obligations
under article 9 of the International Declaration of Civil and
Political Rights (ICCPR). In this heightened climate of state fear-
mongering it is frightening that state security forces would target a
peaceful global justice activist.

US activist arrested after visa revoked
An American peace activist may be deported because he is allegedly a
threat to national security.
Liz Thompson from the Anti-Deportation Alliance says Scott Parkin, who
is a teacher by profession, was arrested in Melbourne yesterday.
Ms Thompson says Mr Parkin was told his visa was being revoked on the
grounds of character, after he allegedly received an adverse security
assessment.
Federal police have confirmed an American man was arrested on the
orders of the Immigration Department (DIMIA) and is in custody.
DIMIA has declined to comment on the case, but says anyone without a
lawful right to remain in Australia must be removed as soon as
possible.
Ms Thompson says she is baffled by his arrest.
"He's here you know, speaking about the US peace movement," she said.
"The idea that someone who talks about non-violent methods of
resistance to state violence can be considered a threat to national
security is pretty concerning, particularly in the light of the new
laws that are being proposed."
She says Mr Parkin has done nothing wrong.
"He's a hippy giving workshops on peace, non-violent direct action,"
she said.
"We'd love to know what the secret stash of information on this guy is

he's been working with to put these workshops together is pretty
baffled by it."
Challenge possible
Federal Attorney-General Phillip Ruddock says he is aware of the case.
"I understand it's a decision that's been taken by the Minister for
Immigration and that there may be legal proceedings surrounding it,"
he said.
"I understand the decision was based upon a security assessment, and
security assessments are not something about which I can comment in
any detail."
Mr Ruddock says visas can be revoked for a number of reasons.
