Well, these two exchanges are in Italian, not Spanish. My italian is
kind of rusty, but I'll do the best I can.
The first person seems to be saying, "Whoever believes [that?- not
sure of the pronoun here] is a testicle!" (No, I don't quite
understand that particular inslut, either.)
The second person responds, "Whoever says it is a penis-head!" (For
"penis-head", I suppose "*****-head" is a good colloquial translation.)

but it's not the same as really speaking it).

perhaps
"ci" is an error, or "Chi ci crede" is an idiom I'm not familiar
with.
Still, the general meaning is pretty clear.
The second is, literally, "He who says it is a head of a *****."
You can supply an equivalent English idiom, I'm sure.

My smattering of Italian is quite cold, but I think I can help with this bit. In
this context, I believe "ci" is a reflexive pronoun. In Romantic languages, as your
knowledge of Spanish will attest, lots of stuff that goes on inside the mind or the senses
is expressed by reflexive verb constructions, so "believes oneself" is the form used for
"holds the belief".
Still, the general meaning is pretty clear.
