I don't know the rule in english, but in french, the traditional
typographic rule is that an acronym that is pronounced as a regular world,
as it the case here, it is to be typed as a regular word, only with a
leading capital letter. Ex: Sida (french for Aids), Raid, Ram, Rom, etc.
When it's pronounced letter by letter, it's supposed to be typed in all
capitals with dots after each letter, ex: R.A.T.P., S.N.C.F. However, the
dots are often ommitted.

I agree. Is doesn't work. In the real world those states that teach it
have higher rates of teenage pregnancy, STDs etc.
