Rip-offs by banks and money transfer firms are costing consumers up to
40% of the cash they send abroad, while transactions can take up to 10
days, according to a survey published today by the UK Department for
International Development (DFID).
Sending Money Home - Remittances to Developing Countries from the UK is
a significant new piece of work on an often-overlooked source of
development funding for poor countries, the multibillion dollar flow
from migrant workers and diaspora communities.

Did a quick check on the most ubiquitous service provider, Western
Union.
Sending £500 to the US will cost £37.00 in conspicuous charges, and
the recipient will get 887.52 USD (£469.59), so they pay £30.41
Total charges: £67.41=13.48%

I would have expected this because illegal migrants wouldn't use
banks or post offices for fear of arrest or lack the documents
to transfer money legally. But this seems to be about legal
migrants, so that's worse.
I don't know about elsewhere, but in Canada and Korea (if you're
legal) both postal and bank money orders cost a flat fee, and
traveller's cheques are free with a valid bank account. It's
the private cheque cashers that are the ripoff artists.
Illegal workers I meet from the Philippines tell me they and
illegals from other countries can use the banks without any
problems unless they're wanted by immigration for being here too
long. It's always the same: those being taken advantage of are
often the most vulnerable.
