It is 12 years since Labour's national executive committee - as a
footnote to its decision to promote an increased number of women MPs -
agreed to encourage ethnic minorities to play a greater part in the
life of the party. Now, panic about the Muslim reaction to the war in
Iraq has turned aspiration into activity. A national forum, supported
by ad hoc committees in the constituencies, will have the task of
wooing and winning back the black and Asian British.
