It is refreshing to hear of a European head of state challenging
another over domestic human rights issues. When German chancellor
Angela Merkel tackled Russia's president Vladimir Putin over Chechnya
and new legislation restricting the work of NGOs in Russia, the
Guardian contrasted her forthright position with that of her
predecessor, Gerhard Schr=F6der, who was said to have "refrained from
saying anything critical to Mr Putin" (Merkel challenges Putin on human
rights, January 17).
