This is a man who does not seem to be able to read well enough to talk past
the end of a line.
It's the only reason I can think of for the way he pauses when talking. He
breaks at CRLF instead of the period

Well, in all fairness I think his pronouncation is now
so common as to have become an "acceptable alternate
second pronounciation".
Didn't Jimmy Carter pronounce it the same way?
Not only does Jimmy have about 50 IQ points
on Dubya, he also was in fact a nuclear engineer.

It may be part of southern/southwestern dialect. I heard it a fair
amount from educated people in Houston.

Being from Georgia, Jimmy's accent is a little more eastern than
Dumbya's. There's a little more of that Old Southern aristocratic tinge
to it. IIRC, Jimmy says "nu-clee-aah".
