During the 1976 sterling crisis, there were people in the US
administration who were driving a very hard bargain, via the
International Monetary Fund, about the terms under which the British
government could borrow. Bill Simon, the US Treasury Secretary, in
particular found it difficult to distinguish between James Callaghan's
mildly left-wing Labour government and 'a bunch of commies'.
